Every few years, there's a window. A brief period where the terms are favourable, the price is right, and most people are still too distracted to notice. Then it closes, and the people who didn't act spend years calculating what it cost them to wait.
Right now, you are inside one of those windows. Panama's Qualified Investor Visa is one of the best residency-by-investment programs in the Americas, granting permanent residency from day one in a country that runs on the U.S. dollar, doesn’t tax your foreign income, and sits at the geographic center of the Americas.
Through a temporary incentive introduced by Executive Decree No. 109, the minimum real estate investment has been set at $300,000 USD. However, this discounted threshold is expected to be phased out on October 15, 2026, reverting to the standard requirement of $500,000 USD. Same visa, same benefits, same country, but without the $200,000 USD discount that is currently available.
The people reading this article fall into two categories: those who will act before that date, and those who will read it again next year, wishing they had. In this article, I’ll explain what the QIV is and what the advantages of holding it are.
The QIV was introduced in October 2020 through Executive Decree No. 722 and was designed to attract foreign capital while offering investors a fast-track route to permanent residency. It was later amended by Executive Decree No. 109, which introduced a temporary incentive, particularly a reduced investment threshold for the real estate route, creating a unique window of opportunity for investors.
This is not some temporary residency or provisional status that you have to renew every year, begging the government for permission to stay. Permanent residency from day one.
There are three ways to qualify:
Real Estate Investment: Purchase property worth at least $300,000 USD in Panama. This is the most popular route, currently benefiting from a temporary discounted threshold that is expected to be phased out, reverting to the standard $500,000 USD requirement.
Stock Market Investment: Invest a minimum of $500,000 USD in securities listed on the Panama Stock Exchange through a licensed brokerage.
Fixed-Term Bank Deposit: Place at least $750,000 USD in a fixed-term deposit at a Panamanian bank for a minimum of five years.
Most countries will take your money and hand you a temporary residency card. You renew every year, sit in a queue behind thousands of other applicants, and wait for some bureaucrat to decide whether you are worthy of staying. If you have been through that process before, and I know some of you have, you already know the feeling. You are not a resident, but a guest who hasn't been asked to leave yet.
Panama doesn't operate that way. When your QIV application is approved, typically within 30 to 60 days, you receive permanent residency immediately. No probationary period, temporary stage or bureaucratic waiting room. You are a permanent resident of Panama, and you can begin living, working, investing, and building from the moment that card is in your hand.
You don't have to live in Panama. That's the part that surprises most people. Visit once every two years, that's the entire requirement. You can fly in, check on your property, have a meal by the ocean, and fly back home. Your residency stays intact.
Another advantage of Panama is its territorial tax system, which means that you only pay tax on income earned inside the country. Everything you make abroad stays yours. If you've spent years watching your government take 30, 40, or even 50 percent of what you earn, you already understand what that means.
After five years of permanent residency, you become eligible for Panamanian citizenship. A Panamanian passport opens up visa-free or visa-on-arrival access to 147 countries, including the entire Schengen Area and the United Kingdom. You are not just getting residency, but starting a five-year countdown to a second passport that most people would pay a fortune for on its own.
Your family qualifies, too. Spouses, children under 25, and parents of any age can be included under a single application. One investment protects your entire family.
Think about what this package actually costs. For $300,000 USD, money that goes into a real estate asset you own, not a fee you lose, you get permanent residency, tax-free foreign income, a pathway to a second citizenship, and coverage for your whole family. This is possible due to a temporary incentive that reduced the real estate investment threshold. However, this incentive is expected to be phased out, reverting the requirement to $500,000 USD. The opportunity is not that the program is becoming more expensive, but that the current discount is likely coming to an end.

Panama introduced a new travel document for QIV residents, allowing visa-free travel to partner countries
Just when you thought the QIV couldn't get more valuable, the Panamanian government added another layer. In 2025, Panama introduced a special travel document available to QIV holders and their dependents. This is not a passport, does not grant citizenship rights, and doesn't replace your existing passport. However, what it does is powerful.
This document works as a travel credential tied to your permanent residency status. It is valid for the duration of your residency permit, and it allows holders to travel to countries where Panama maintains visa waiver agreements.
Timing directly affects how much capital you need to commit. If you secure your QIV at the current $300,000 USD threshold, you lock in access under the temporary discounted requirement while benefiting from everything the program already offers.
Wait until after October, and you will need to meet the standard $500,000 USD requirement once the discount is phased out. The value of the QIV is going up. The current entry advantage is simply not guaranteed to remain available.
You may think that you still have time until later this year. However, you have way less time than you think. This is not a program where you can submit your documents on October 14 and expect to squeeze in under the wire. You need apostilled criminal background checks, health certificates, and passport documentation. The property purchase needs to be finalized, registered, and verified by Panamanian authorities. All of this takes time.
Realistically, if you are not actively starting the process by mid-2026, you are taking a serious risk. Given that the government is now targeting around 150 applications per month, the system will get busier, not quieter, as the deadline approaches.
The people who move first will have the smoothest process. The people who wait will be fighting for space in a crowded pipeline.
I could give you a list of bullet points about Panama's advantages. Every real estate website does that. Instead, let me tell you what it actually feels like to have made this decision.

The cost of living is also a huge advantage compared to North America or Europe. In addition, private healthcare is excellent and affordable. We are talking about world-class facilities, doctors trained in the U.S. and Europe, at prices that would shock anyone used to Western medical bills.
These qualities are enough for most expats to decide to relocate to Panama. However, the lifestyle is usually the factor that closes the deal. Panama City has a modern, functional skyline with oceanfront living and global connectivity. Boquete, in the highlands, offers cool mountain air, organic coffee, and hiking trails through cloud forests. Coronado and the Pacific beaches give you the coastal life. Pedasi is a surfer's paradise with a growing expat community. All of this is within a few hours' drive. In most countries, you would need to fly to get this kind of variety. Here, you just drive.
Panama is a stable, peaceful, democratic country without any standing army. The people are warm and accustomed to expats, and the expat community is among the most active in the world. Panama is a proven jurisdiction where thousands of expats before you have already built the life you are still thinking about.
